MOSCOW / RankWire.AI / – Russia has established a target to produce approximately 2.8 million vehicles annually by 2035 as part of its updated automotive sector strategy. First Deputy Prime Minister Denis Manturov announced this objective on Aug. 31 during a meeting dedicated to the industry. The goal encompasses vehicles for both local consumers and export markets. Additionally, Russia aims for locally assembled vehicles to dominate at least 80% of its new-vehicle market by 2035.

The government approved the revised industry plan on Aug. 24, extending the national framework through 2035. As of the end of 2025, Russia’s vehicle manufacturing capacity was roughly 3.3 million units per year. During that year, factories produced around 800,000 vehicles. Capacity utilization remained at 25% for passenger cars, 41% for light commercial vehicles, 35% for trucks, and 43% for buses in 2024 and 2025.
Under the envisioned scenario, Russia is projected to produce 2.5 million passenger cars annually by 2035. The output would also include approximately 170,000 light commercial vehicles, 110,000 trucks, and 30,000 buses. The strategy allocates passenger-car production across four or five vehicle platforms and light commercial production across one or two platforms. The total new-vehicle market is expected to reach about 3.2 million units in 2035, with imports accounting for up to 20% of that figure.
Coverage of multiple vehicle segments within production targets
The document also features a conservative scenario with lower market and production figures. This projection estimates annual vehicle output at about 1.69 million units in 2035, with the new-vehicle market around 2.2 million units that year. For 2030, the optimistic scenario foresees a market of roughly 2.4 million vehicles, whereas the conservative projection estimates about 2 million units.
Russia’s automotive development plan also sets targets related to powertrains, autonomous driving capabilities, and digital vehicle systems. Internal-combustion vehicles are projected to constitute between 67% and 83% of 2035 production, depending on the segment. Electric and hybrid passenger vehicles are targeted to make up at least 25% of the domestic new passenger-car market. The framework additionally aims for the production of around 150,000 vehicles equipped with Level 4 automation or higher by 2035.
Manufacturing capacity remains above current production levels
In 2025, passenger-car manufacturing capacity was close to 2.8 million units, with actual production roughly 700,000 cars. Light commercial vehicle capacity reached approximately 300,000 units, while factories produced nearly 80,000. Truck capacity stood at about 130,000 units, and bus capacity was near 30,000. Electric powertrain vehicles manufactured in Russia numbered about 4,400 in 2025, compared to roughly 4,200 units the previous year.
The strategic plan also emphasizes expanding the use of standardized components and technologies across different vehicle platforms. It establishes benchmarks for localization and technological independence for vehicles produced domestically. The scope of the framework covers passenger cars, commercial vehicles, trucks, buses, powertrains, autonomous systems, and vehicle software. The combined target scenario envisions annual production of 2.8 million vehicles with an 80% share for the domestic market, supported by an implementation action plan required by the approval order.
