ROME, ITALY / RankWire.AI / – Italy has allocated €1.55 billion to 59 projects aimed at upgrading water infrastructure across 17 regions under its national recovery plan. The Ministry of Infrastructure and Transport finalized this distribution within a four-month period. The projects encompass aqueducts, distribution networks, and other essential systems that enhance water supply and infrastructure resilience. A majority of the funding will go to southern regions. This package combines national recovery funds with additional contributions from project beneficiaries.

Approximately €830 million, or 53% of the total public allocation, will be directed to southern Italy, exceeding the minimum 40% quota for the region. Beneficiaries will contribute about €683 million of their own capital to the approved initiatives. As a result, the total investment is projected to surpass €2.2 billion. This funding aims to boost water efficiency, reinforce infrastructure, and minimize losses within supply networks.
The distribution process is managed through SFNIISSI, Italy’s financing scheme for strategic water infrastructure and supply security. It is integrated into the country’s PNRR recovery framework and leverages NextGenerationEU resources. The program initially had €1 billion allocated before an additional €576 million was added in August, expanding the funding pool. Invitalia is responsible for handling applications, grant procedures, and project oversight. Meanwhile, the Ministry of Infrastructure and Transport supervises the broader water investment strategy connected to these funds.
Majority of funding directed to southern regions
Eligible recipients include public agencies and companies managing water resources and infrastructure. Grants can cover up to 90% of eligible expenses for projects focused on efficiency improvements and structural safety. For digital initiatives aiming to reduce water network losses, funding can reach 85%. The application window was open from May 6 until June 8, following an extension. Afterward, officials evaluated submissions and allocated resources accordingly across the approved projects.
Funding is provided for infrastructure already outlined in national plans and other priority programs. Supported projects include upgrades to aqueducts, distribution systems, and facilities that ensure a reliable water supply. Invitalia handles the administrative aspects of the grants and monitors project progress. The financing from beneficiaries elevates the overall program value beyond the state contribution alone. The total investment of over €2.2 billion reflects both public and private contributions.
Building on Previous Water Infrastructure Efforts
This allocation follows earlier PNRR investments in primary water infrastructure throughout Italy. By July, Italy had completed 48 water systems through another recovery initiative, surpassing the target of 45. Among these, 37 were classified as complex infrastructure projects. Additionally, authorities reported 79 individual interventions completed by 52 implementing bodies. Around €1 billion in recovery funds supported 124 projects involving reservoirs and water systems for drinking, irrigation, and mixed-use purposes.
Of the 48 finished systems, 25 are primarily used for irrigation, while 20 serve drinking water needs. The remaining three systems are multifunctional. Italy’s broader infrastructure investment framework has also financed more than €6 billion in water-related projects. The recent €1.55 billion allocation adds 59 new initiatives to this comprehensive water upgrade program. With funds now assigned, these projects are set to commence implementation according to the PNRR’s schedule and monitoring standards.
