A survey of enterprises across the EU revealed that in 2024, 57 percent of companies attempting to fill open IT positions faced serious recruitment challenges. These shortages are most acute in senior engineering roles and specialized fields such as cybersecurity, artificial intelligence, generative AI, and cloud infrastructure. To address these critical gaps, many technology companies have increasingly looked abroad for talent, resulting in the proportion of ICT specialists born outside the EU rising from 9.2 percent in 2021 to 11.9 percent in 2024.
Persistent gender disparities continue to limit the overall potential of the European digital workforce. Eurofound reported that women made up less than one in five ICT specialists across the 27 EU countries in 2024, accounting for a 19 percent share. Additionally, gender pay gaps in the broader information and communications sector approached nearly 20 percent in 2022, significantly above the economy-wide average of 13 percent. Researchers from Eurofound pointed out that the underrepresentation of women restricts European industries from utilizing over 75 percent of their potential digital talent pool, thereby hindering diversity and innovation in technology development.

The report highlighted that, although ICT roles tend to offer higher-than-average pay, advanced skills and good employment quality alone cannot resolve the ongoing labor shortfall.
